Meet Operations Support Staff

Encampment Deputy Commander for Support

Captain Michael McCabe
started his Civil Air Patrol adventure at Tidewater Composite Squadron in 1991. He is currently the Director of Operations for Encampment 2018. At the squadron level, he actively participated in many ELT missions and served in multiple staff positions including Admin Officer, Finance Officer, Operations Officer, Deputy Commander for Seniors and Squadron Commander. Currently he is on wing staff as an assistant to the Wing Director of Communications as well as Advisor to the Commander for Hampton Roads Composite Squadron. Outside of CAP, he is the Engineering Supervisor responsible for managing the repair and modernization of the electrical distribution and control systems for Nimitz Class Aircraft Carrier Hull Planning Yard at Norfolk Naval Shipyard in Portsmouth, VA. He enjoys spending time with his family on the weekends and on his spare time he likes to go sailing. Communications and Safety

First Lieutenant Ron Caballero
is an Army Veteran who started his Civil Air Patrol adventure at the age of 74. He joined Winchester Composite Squadron since he would soon be moving to West Virginia.  He then transferred to Andrews AFB Squadron as an adjunct instructor at the College of Southern Maryland. He taught classes in English as a Second Language, Make Best Use of Your Digital Camera and Conversational German.  After moving to West Virginia, Lt Caballero rejoined WCS where he is a Mission Radio Operator, Communications Unit Leader, Mission Observer, Airborne Photographer and is a Skills Evaluator. At last year’s he was Asst. Communications Officer.  His lifetime career was as an advisor in the Financial Services Industry specializing in Charitable Tax Planning. He has been an avid sailboat sailor and sailing instructor. Lt Caballero is member of a Community Emergency Response Team and an Amateur radio operator part of the local Emergency Radio network. He enjoys Search and Rescue and encouraging the mature development of cadets. His motto is: Make it a Great Day!

Dining Services

Staff Sergeant Les Flores joined Herndon Composite Squadron, Civil Air Patrol in October of 2017, where he serves as the Squadron NCO, filling the role of First Sergeant.  He also supports the squadron as the Lead Logistics Officer and Cadet Programs Testing Officer.  SSgt Flores will be the Dinning Services Officer Senior Member Lead for Encampment 2018.  He is a graduate of Northern Virginia Community College Culinary Arts program among other degrees earned and currently works as a Government Contractor in Northern Virginia.  SSgt Flores served in the US Army for over 9 years which included deployments to Iraq and East Africa.  On his spare time, SSgt. Flores is also the Post Quartermaster for VFW Post 1177 in Leesburg, where he actively supports local veterans in need. 

For a sixth summer, Captain Anita Simpkins considers it an honor to serve cadets and senior members at a VAWG encampment. This year Capt Simpkins returns as a member of the DSO team. She has been a member of CAP since 2008 and is currently a part of Hanover Composite Squadron (Mechanicsville, VA) as their Testing officer and Professional Development officer. In addition, Capt. Simpkins enjoys encouraging cadets as part of the Cadet Program team in her home squadron. Her Encampment experience includes 3 years as a training officer and 2 years as an Admin officer. Her two sons recruited her into CAP and ENC staff while a part of the Monticello Composite squadron in Charlottesville. The Simpkins’ are a CAP family as her husband is a new Senior Member, her oldest son is a 1st Lt. and her youngest is a C/CMSgt. Outside of CAP, Capt Simpkins is a SW & Central VA Area Representative for a national and global home-education organization, Classical Conversations. As such, it was fitting that she served as the OIC for CAP at the Home Educators Association of Virginia convention in Richmond, VA in 2017 & 2018.

2d Lt Jeff Spurrier started his CAP career at Leesburg Squadron in December 2016. He transferred to the newly formed Herndon squadron in January 2017. He is currently an Aerospace officer and Logistics officer and manages the squadron van use and inspection. He volunteered to work in Meal Services for Encampment 2018 and is accompanying his daughter Cadet Airman First Class Eugenia Spurrier. Outside of CAP he is a Senior Director for Cloud Applications Public Sector for Oracle Corporation in Reston. His group manages all of the SaaS Cloud Applications for all of Oracle's Public Sector market. In his spare time he enjoys time with his family and traveling the world visiting new places after living in many Asian and European countries. "If you never try, you can never fail. Health Services

Captain Karen Kline joined Roanoke Composite Squadron in the Fall of 2013 after sitting through a few months of meetings as her daughter did not want to be left with a group of strangers. She will be serving on the Health Services team for a second year in a row but has also served as a Dining Services Officer and a Training Officer at past Encampments. At the Squadron level, she is the current Deputy Commander of Cadets, Health Services Officer and a Testing Officer. Outside of CAP, she works as an RN in the Vascular/Hybrid Operating room at a Level 1 Trauma center in Roanoke, VA. Her responsibilities include not only scrubbing and circulating surgical procedures but also training new staff, education for current staff and acting as charge nurse on call when needed. She enjoys reading, writing, music, and spending time with her husband and two daughters. It is an honor to work with such amazing cadets; to assist them in their growth as leaders and watch as their self-confidence grows.

Logistics & Transportation

Capt Richard Ferris has been a member of the Newport News Composite Squadron since 2013.  He is serving in Logistics and Transportation for Encampment 2018 after having served as the Dining Services training officer for the past three encampments.  At his squadron, he currently serves as the Emergency Services Officer and is now the Communications Officer and Disaster Preparedness Officer and assists with Cadet programs.  He enjoys seeing cadets learn and mature as they advance in CAP.  Capt Ferris is a retired Field Service Engineer and Electronics Technician.  His other volunteer activities include: Logistics Section Chief for the Gloucester County Community Emergency Response Team; Life Member of the Veterans of Foreign Wars (VFW), Post 8252 in Gloucester; and serving on the Board of Directors for the Naval Air Museum Barbers Point, HI.

Public Affairs
Encampment Public Affairs Officer, Senior Member Nancy Flanagan is new to Civil Air Patrol and is currently the Assistant Communications officer and Public Affairs Officer for Hampton Roads Composite Squadron. She is currently working on Public Affairs as her specialty track. Outside of CAP, she is a real estate agent and has been selling homes for Wainwright Real Estate in Virginia Beach for over ten years. When she is not listing, or showing property, she is actively homeschooling her daughter. Senior Member Flanagan enjoys volunteering her time with the Beekeepers Guild of South East Va as she is a beekeeper. She also volunteers at the Nimmo Community garden where she helps grow and maintain a 6500 square foot garden.  Her life mantra comes from Leroy Jethro Gibbs from NCIS, Rule #5: “Don’t waste good.”
